Přehled o stavu veřejné správy v České republice identifikuje prioritní oblasti pro reformu veřejné správy v České republice a nabízí doporučení pro posílení efektivity, rychlosti a reakceschopnosti veřejné správy v ČR. Přehled nejprve zprostředkovává pohled na efektivitu veřejné správy a její schopnost řesit současné výzvy v oblastech, jako jsou digitalizace a klimatická změna. Poté analyzuje celou řadu zásadních a prioritních oblastí veřejné správy včetně zapojování občanů, koordinace a strategického plánování vedených z centra vládnutí, informovaného rozhodování (EIDM) ve veřejné správě, veřejné správy na úrovni krajů a obcí, řízení lidských zdrojů ve veřejné správě a využívání elektronických nástrojů veřejné správy. Součástí Přehledu je i případová studie o opatřeních a předpisech v oblasti veřejné správy během pandemie onemocnění covid-19. Přehled o stavu veřejné správy v ČR obsahuje doporučení pro veřejnou správu v ČR, která jí pomohou s uskutečněním a se splněním cílů koncepce rozvoje veřejné správy s názvem Klientsky orientovaná veřejná správa 2030 a v konečném důsledku také s realizací dlouhodobé vize a závazků udržitelného rozvoje.

El libro es una adaptación de una investigación presentada a la Universidad Nacional San Antonio Abad del Cusco, cuyo objetivo fue establecer si el incumplimiento efectivo del plazo razonable en la calificación de denuncias de parte en el Ministerio Público peruano, vulnera el Principio constitucional de la Tutela Procesal Efectiva. Se ha evidenciado que la tutela jurisdiccional efectiva tiene como finalidad que los justiciables sigan un proceso penal rápido en ambos niveles, función que es incumplida de acuerdo con el Código Procesal Penal, lo que vulnera este principio o derecho constitucional. Se identificó entonces que la tutela jurisdiccional efectiva, a través del plazo razonable, se muestra como un vacío legal en el Código Procesal Penal, mediante el cual se deba fijar cual es el plazo legal que debe tener el Ministerio Público para emitir su disposición fiscal al momento de resolver una denuncia de parte presentada por el agraviado o víctima. Se concluye entonces que, establecido el plazo legal que debería tener el Ministerio Público para emitir su disposición ante una denuncia de parte, debería insertarse en el artículo 329° del Código Procesal Penal un inciso más, a fin de establecer de manera expresa cual es el plazo legal máximo que tendría el Ministerio Público para calificar la denuncia de parte presentada por el agraviado o víctima.
